You're limited to an 840p screen?... Still, verify your CPU load, attempt to assign affinity in Task Manager so only Minecraft uses 2 threads, and remove those threads from OBS—just right-click on a process and you'll see them.

The GPU performance chart can give the impression your GPU is limited by your CPU. Does "40% CPU usage" refer to total or peak per core? In Task Manager, click the CPU graph and switch it to "Logical Processors." If any single core reaches 80% or above, your CPU is likely the bottleneck.
Still around 40% performance. I also set up streaming with my monitor and added an overlay on the taskbar. Not perfect, but functional. I plan to improve it to 1 GB next time. This concept sounds promising!
