They won’t penalize you for using a foreign key. However, you might lose access to online play or need a specific IP for that region. Steam doesn’t mind.

The G2Play and G2 app are genuine, but you won’t find the Russian VPN activation codes there. You need a separate VPN service to access online content. Obtain the standard keys directly from the provider.

I didn't install a VPN. The key functioned directly after entering it. The game I enabled was taken off from the Steam store, which is why I couldn't purchase it normally.
