I've established a 67fps constraint as well.

Reduce the settings to medium quality, disable dynamic shadows and subsurface scattering. Close the browser while playing the game, it makes a big difference.

Adjusted shadows at Medium with enhanced textures. Increased virtual memory manually to 4096 minimum and 16096 maximum, using up to 9-10GB from the previous 7-8GB range. Improved performance by reducing stutter. Previously, I had to cap VRAM in the INI/Config file at 0.90%, which also helped with main stutter issues. Set a FPS target of 67fps and enabled motion blur consistently.
