Another option could be trying to put the drive into 2nd M.2 slot. Since it could be the issue with 1st (upper) M.2 slot on MoBo.
Testing this wouldn't hurt anything, but at least would narrow down if the issue is with MoBo or the drive itself. But there is an serious issue, since your drive writes are quarter of what it should be (250 MB/s vs 1000 MB/s).
