The SOLVED 9070 XT is performing poorly.
I upgraded from my 3060 Ti to a 9070 XT, yet noticed reduced performance in games (70fps on medium settings). For instance, in Cyberpunk 2077 the GPU usage reaches 80%, while the card draws up to 100W, usually operating at around 80W. Oddly enough, during loading screens the power jumps to the maximum of 304W, but it drops back down once the game starts. The card is correctly installed with two separate PCIe cables.
I upgraded from my 3060 Ti to a 9070 XT. Did you uninstall all GPU drivers (Intel, Nvidia, AMD) in Safe Mode, then install the newest driver from AMD's support site manually via an elevated command, such as right-clicking the installer and selecting Run as Administrator?

What is the BIOS version for your motherboard?

How long has the unit been in use? Even if it's brand new, your PSU is poor quality. Replace it right away with a reliable unit capable of delivering 850W to the whole system.
I completed a thorough removal of the Nvidia drivers using DDU, then installed the newest version manually. After that, when I attempted it again, everything functioned properly—especially during gameplay in War Thunder where frame rates were excellent. However, restarting the game caused power consumption to return to 100W.

I would also consider that power supply. Even if it isn't causing problems, I would advise swapping it for a better quality unit. You might have a 600-700 dollar GPU running on a power supply costing around 50 dollars or less, which hasn't received good reviews. I wouldn't suggest doing that. If the power supply fails, it could also affect other components, including your new GPU. Personally, I think you should address this first since it's something you need to fix anyway, and then assess the situation further.
Others have mentioned that PSU doesn't seem to be providing the right amount of power, so it's not overextending itself. The thunderstorm will run on an old toaster and isn't particularly demanding; it's more about CPU usage. Your PSU is 80 watts below the minimum needed, which should be at least 800 watts. It's not exactly 750 watts—it's around 720 watts on the 12V side—and power supplies tend to lose efficiency over time.
It explains how the device achieves 304W output and supports full frames, though it doesn't fully clarify the details.
Stressing the GPU while gaming mainly affects both the CPU and GPU in more demanding titles.
That's accurate
I was able to resolve the issue. When I added adrenaline, it added extra drivers on top of my existing ones, which led to problems. Now I'm unsure how to install adrenaline without drivers.
