Specs: i7 8700, 3060ti, 16gb ram (mhz unknown). The issue appears only in warzone, with very low frame rates around 100fps at the lowest settings. When I check Task Manager, CPU is at 67%, RAM at 99%, and GPU usage is 40%. It looks like there might be a problem with the RAM, but it's hard to identify exactly. Your assistance would be really appreciated.

OS consumes some memory, and when many programs are launched or if a large number of applications run, 16GB of RAM might reach its maximum capacity of 100%. Having 16GB of RAM becomes insufficient for certain games when numerous tasks are active in the background.

The system is utilizing 99% of its RAM on a 16GB device, which raises concerns. Would you like me to capture a screenshot of the Task Manager performance section showing the memory usage?

I have 32GB of RAM and Warzone consistently uses about 13.5 GB. The total system RAM usage is similar to what the OP is experiencing. Regarding the FPS problem, you might need to modify the adv_options config file and set the video RAM value to 0.85 or 0.9—it could be too low, which explains the reduced usage in Warzone specifically.
