Ordered a very affordable Dell Optiplex 790 motherboard on eBay for $12.99 USD to start my extremely budget-friendly NAS project. I previously assembled a Haswell i5 video editing system using an HP Pavilion mobo, which performed almost perfectly. My setup is failing to boot at all. No video output from the motherboard or the PCIe DVI graphics card. When the PSU powers on, fans pulse without damaging the power connectors, and two-thirds of the boards trigger a 4 short beep error. Despite testing three different boards—two identical Optiplex 790s and one Acer all using the LGA1155 socket—I’ve tried various CPUs (i5 and i3), different RAM modules labeled “server ram,” and even swapped out two 4GB DDR3 sticks from my existing build. Nothing works. I’m convinced there’s something fundamentally wrong, but I’m stuck trying everything.

What processors are installed? They must be Sandy Bridge; the Q65 cipset doesn’t back Ivy Bridge. https://www.cpu-upgrade.com/mb-Intel_(ch...press.html None of the models compatible with the Optiplex 790 support ECC RAM. Are you connecting via the front panel from a 790, or bypassing the built-in connector? Wouldn’t it be better to purchase an entire system?
