The scroll bar in the icon's view panel within the file explorer is missing. Is there a method to restore it?

The scrollbar appears only when necessary, such as when files exceed the window size. With just one file and one folder open, it isn't required. To access it again, ensure all items remain visible without scrolling—either by moving files into the current folder or reducing the window size significantly.

It would likely be simpler to assist if we could view the entire window, encompassing borders and title, rather than just a central cutout.

You might not have understood me. I'm not referring to the scroll bar in the file explorer window, but rather the scroll bar in the icon view's menu (as shown in the picture below, there are dots instead of the scroll bar).
