I took out the GPU and started the PC without it inside. The noise stopped, indicating the issue isn’t with the power supply unit. It looks like there’s a problem with the GPU itself.

So, I’ve identified the issue. Namesia mentioned it’s related to GPU coil whining. Many users experience this noise when moving their mouse, which usually isn’t a big deal. The flickering on the screen, however, was easily fixed:

1. Launch AMD software
2. Navigate to global display settings
3. Turn off AMD Free-Sync

It seems my monitor still has Free-Sync enabled, but disabling it in the settings stops the screen from flickering.
