I've tested numerous suggestions, but none resolved the issue. It's also a clean installation.

Is this from a modified install image? Most of those services should be running by default. It almost looks like the system has been tweaked and it's broken the service configuration. If this is a fresh clean install and you're not running any system tweak things, I recommend reinstalling from a clean image, since there's a lot there that isn't normal. If you have a Linux machine or a mac, you can download the iso from https://www.microsoft.com/en-us/software...ndows10ISO , if you go to that link on a windows machine it'll point you to the media creation tool.

Execute chkdsk, attempt once more. If it persists, launch elevated CMD and restore the image. Use dism /online /cleanup-image /restorehealth. Check functionality post-completion.

This occurred after reinstalling NVIDIA drivers. It was the official Microsoft version. @userzero "The system repair finished without issues. The process succeeded."

I'll take a short break and then come back to finish this.
