There isn’t much info you shared and I’m not really familiar with the Asrock BIOS. Still, I’ll ask the clearest question first. Are you certain you’re saving and exiting, or just hoping for an automatic save? I know that’s a common oversight.

I always choose save and exit, but nothing gets saved. Could you share a screenshot of CPU-Z?

How to upload the image
After taking the screenshot, simply paste the link in the top right corner of your reply. You can then include it in your message.

Check the core speed at the bottom left—it’s listed as 4035mhz with an x40 boost. I assume you’ve set it to run at 4.0ghz, which means your overclock is safe.

even though 4,5 ghz is possible, reaching 3,9 ghz... a 4.0 overclock doesn't give much benefit
so continue on.
