I am working with an Asrock Z170 Extreme4 using the newest BIOS and a NZXT AIO cooler. I've tried various solutions like updating the CMOS, replacing the CMOS battery, and other methods, but I'm not sure what to do next. Assistance needed!

There isn't much detail provided, and I'm not very familiar with the Asrock BIOS. Still, I want to ask the clearest question first. Are you certain you're saving and exiting properly, rather than just expecting an automatic save? I understand it's a simple question like "Have you tried restarting," but I know it's often overlooked by people.

Are you sure you are saving and exiting and not just exiting expecting an auto save? Once you take the screenshot, just upload it to imgur. Copy the link at the top right and you can put it in your reply.
Take a look at the core speed at bottom left. It is clocked at 4035mhz with the x40 multiplier. I am assuming from that you have it set to run at 4.0ghz which means your overclocked is saved my dude.
