There isnt a lot of information you give and im honestly not experienced in the Asrock BIOS. But I gonna ask the obvious question first. Are you sure you are saving and exiting and not just exiting expecting an auto save? I realize its that dumb question like "Have you tried restarting", but I know its the biggest thing people usually forget about.
I select save and exit every time I try but nothing saves.

Once you take the screenshot, just upload it to imgur. Copy the link at the top right and you can put it in your reply.
Take a look at the core speed at bottom left. It is clocked at 4035mhz with the x40 multiplier. I am assuming from that you have it set to run at 4.0ghz which means your overclocked is saved my dude.
