Consider resetting the CMOS and attempting again. The CPU ratio needs to align with the frequency. 3.2GHz should equal 32, while 3.8GHz should match 38.

Consider removing the CMOS battery for a fresh start or check if resetting the entire system will resolve the issue.

Take out the battery, it looks like something is wrong, and resetting the CMOS might solve the issue.
