Creating an ITX enclosure, unsure about updates regarding ECO mode in the latest CPU lineup. Checking performance potential using ID cooling solutions like IS-60 with Noctua fans.

These eco mode configurations are usually found in Windows Power Settings or enabled modes for devices with fans, meaning the fans only start spinning once a specific temperature is reached. 'Eco' doesn't apply well to CPUs. The best approach would be to lower the voltage, which reduces power consumption.

While we're not sure if they will (reviews drop on the 4th so keep your eye on that!), I would trust that any low power options that Ryzen 3000 has will be present on the 5000 series. Not 100% confident, but it's mostly been the case in the past. Even if they don't come with one though, you can always set a power limit and undervolt in the BIOS. It takes a bit longer but it's 100% going to be available as an option.
