With a manual under 1.3v, doesn't it matter if I set 4000 or 4400Mhz per core? Right?
In terms of temperature, I don't notice it going above 80°C during gaming. I have a 240mm liquid pump.

Yes, it's quite secure with voltages below 1.3v; however, the maximum temperature of 80°C seems a bit excessive for a 240 AIO and this voltage. Check if the pump operates at its full capacity.

I believe the performance only reaches around 80c, mostly below that. Also, regarding Call of Duty Cold War and 3dmark FireStrike, I can't get the CPU to hit 100% despite having a 3070 RTX and 16GB RAM at 3200. Is it because Cold War is stored on HDD instead of SSD?

Games and similar applications rarely reach full CPU usage, typically around 20-60%. It's concerning if the GPU isn't operating at 99-100%, which could indicate the CPU is limiting performance.

When everything works perfectly, any program or game can use as many resources as necessary. Generally, at 1080p or lower, the CPU handles the most strain while the GPU takes a smaller share. Increased resolutions, higher frequencies, and detailed game settings add more demand on the GPU.
