Which Cinebench release are you running? R15, R20, or R23? Scores from different versions can't be directly compared. A temperature of 82°C during load isn't extreme—just average. It's not ideal, but the safe upper limit for your R5 2600 is around 95°C, so it shouldn't cause damage. Lower temps are preferable, and you might experience some throttling at 82°C based on your motherboard setup.

PBO isn't working on this processor. I attempted activation but ended up needing a traditional overclocking method. It's currently running at a maximum of 3.9GHz, which is the chip's highest boost setting.

R version 23 performed fully with 100% usage throughout the session. The CPU maintained a consistent speed of 3.6 GHz for most of the duration, and the system temperature never exceeded 82°C.

yeah - but those ~500 pts arent that big of a deal and are most likely achieved with overclocking. in other words your cpu seems to work as intended by the manufacturer. PS: the one thing i could see is bad cooling perhaps. iirc 82c is where theyll stop boosting, but not 100% sure.
