Are you considering asking the seller to replace the part since it doesn’t reach 3.7Ghz even at 1.4V, which seems sufficient for overclocking? Please let me know.

If you're willing to try again, that's fine—but I doubt "poor overclocking skills" is a solid excuse to send it back. Overclocking comes with risks, and there are no assurances involved.
