The settings are configured at 3500 in BIOS but it remains unresponsive and doesn't perform well. I own an MSI Pro Carbon X399 with a 1060 6GB RAM and a 1000W PSU, which provides sufficient power. Can you assist further? Also, the power is set to high performance mode.

X399 and Ryzen 1600 do not work well together.

X399 and Ryzen 1600 aren't compatible parts. My mistake—it's an X370 Pro Carbon, and after resetting the BIOS, everything works now.
