Only what's necessary is being done.
You'll also notice that you're not utilizing all of your CPU.
When the card is utilizing all its capacity, it indicates the system is constrained by the card. By nature, this creates a restriction point.
Yes, but that doesn't mean we overlook the issue, which is a bottleneck. The main constraint for PC gaming is usually the CPU or the GPU. At reduced resolutions, the CPU tends to be the limiting factor, while at higher resolutions such as 4k, the GPU becomes the primary bottleneck.
If the game ran on just three cores that were completely loaded and the card was also fully loaded, I believe after roughly thirty years I wouldn't require anyone to explain what restricts performance on a PC. The concept of a limiting factor is more fitting.
Bottleneck is a common phrase in gaming that doesn’t matter to me. When the CPU and GPU are both heavily used, the system has a bottleneck somewhere else. For example, if RAM or storage speeds restrict how fast the CPU can draw frames, then that’s the issue. If all the resources the PC has are equally busy, but some parts like unused cores aren’t being used, the problem lies in the game not using the hardware properly.
