I attempted to replace the RAM but didn't see any improvement. After checking the timings, I adjusted them myself.

I discovered another odd issue. When I attempt to stream R6:Siege on Discord, the stream slows down each time the game is in focus and encoding is disabled. Once I’m out of focus, the video runs smoothly again and encoding speeds up. Here’s the Task manager—it seems strange.

It's hard to understand what's happening in your setup. For instance, Discord may rely on NVENC (Nvidia encoder) meaning it uses the GPU during streaming... is it utilizing it? Are you repurposing an OS from a prior version, or have you upgraded any hardware alongside the current OS? Do you have any FPS limiters activated in the NVIDIA drivers? It looks like you're tech-savvy enough that this shouldn't be the case, but it might still be worth investigating.

Discord supports hardware acceleration. The FPS limiter isn't configured in the Control Panel. I'm running the same operating system I had two years prior. I added an additional SSD and HDD recently, and about three months ago I swapped my 1050Ti for a 4070.

Check if you're using R6 on Borderless; this can sometimes affect Windows Scheduler or graphics drivers. Running the game in fullscreen helps maintain focus.

Thanks to my dual monitor configuration, switching between screens was simpler. (Running the game on a single monitor didn’t help.) The recent benchmark in fullscreen at 240Hz gave me the same outcome.
