I test many ports and confirm I have a static IP. By the way, connecting to one device through the wall works, while the internet access is via the other router outside.

Are you certain the wall port connects outside? In general, it will direct traffic to a modem or router elsewhere in your home or building. Most ISPs rely on Coaxial, Fiber, Satellite, or Cellular connections for their wide area network. While some Ethernet-based WAN setups exist, they're rarely used because of the constraints of cable usage. It seems you might be dealing with double NAT. Without being able to reach the router on the other side of that wall Ethernet port, you won't be able to forward ports.
