I’d consider a full reinstall and restore from backup since troubleshooting would be too time-consuming. Occasionally, corrupted nVidia or AMD drivers require force removal via Safe Mode. If that fails, creating a second user account using the built-in admin and logging in might reveal whether the problem lies with your profile or the OS itself.

Thanks for giving that a go - that tells us your user profile is corrupt, or Windows is borken. You can try following the guide on the NeoSmart site I've used in the past, however, be sure you have a backup of your data in case this fails, as you'll be tinkering with the Windows registry which can cause complete failure of your Windows. https://neosmart.net/wiki/corrupt-user-profile/ If you're not comfortable trying this, your next steps would be reinstalling Windows & restoring data from a backup, or taking the computer to a trained professional PC technician to have them do this for you.
