To achieve a 300hz rate it needs to refresh within 3.333ms. I'm confident the pixel response is quicker than that, though. The bigger value seems to represent input lag. I'm not sure if you'll get the essential stats without knowing the manufacturer of the LCD panel. I think most sources claim around 3ms, but I agree many vendors list 3ms as a standard. It's an IPS panel, which could account for some of the delay. Some older premium IPS panels had 4ms response times, but most now advertise 1ms.
Unless you can find an in depth review the response times quoted by manufacturers are not that useful. This is a good watch, unless you know how a response time has been calculated it’s fairly useless
