Issue occurs solely when the graphics card connects via DisplayPort to the monitor, not with HDMI, regardless of switching or restarting. Is the problem linked to the graphics card, the monitor, or Windows?

The issue arises when using DisplayPort, especially during power cycles or system restarts. Lowering the resolution resolves the problem, but HDMI causes a different issue where the screen flickers briefly before stabilizing. What could be behind these occurrences?
