I can adjust it in display settings, but it reverts to the recommended setting when I turn off and on the monitor or restart.

What display you're using and the method to link it are mentioned. I see you're also using a 4K monitor connected via HDMI 1.4 at 1080p60, and it remains active after a restart.

I wasn't sure about VGA, but I've looked into custom resolutions through your GPU settings and it seems to work.
