just to confirm, i think it's running on a relatively old hdd with a wdc green setup, but switching to an nvme drive didn't improve the frame rate.

there is an update and I can't do it right now, but there are three sliders in the settings. I think I've reached their maximum, and everything was also at its limit.

What will help precisely because I’m simply reinstalling my drivers? Since it completely wiped the system, I’m unsure if it will make a difference, as I’ve tried before without adding any new features.

These controls put a heavy demand on the CPU. Reducing them from maximum to about three-quarters could improve performance.

Helpful sliders? Well, it's similar to graphics quality—maximum is better, though not essential. It's not about adding more NPCs, right?

the problem isn't only about GTA; it's about seeing people with an R5 2600, which isn't significantly more powerful than my 2400G, yet it has a much higher FPS—pointing out that it's not even amusing.
