the changes in refresh rate don't take effect until you click outside a video. when i adjust it in the nvidia control panel or system settings, nothing happens until i move my mouse. after that, the setting updates automatically to 120hz. i've updated the gpu drivers and restarted my computer, but i haven't found a solution online. what might be the issue?

DP is the one with the monitor. It functioned well for months, but recently it was stuck at 120hz. After updating drivers yesterday or the day before, it switched to 165hz, but when I turned on my computer this morning, it didn’t return to 165hz.

I would navigate to the monitor's OSD using its control buttons and verify its configuration for the desired refresh rate. Certain displays need you to activate overclocking, adaptive refresh, and other options to unlock their capabilities. These features might not be turned on by default.

It's already boosted beyond normal. Before I made that change, the 165 option wasn't visible at all.

I haven't noticed any drop in refresh rate since the G-sync pre-production era in 2014. Back then, it was the driver that caused the issue. You can try a workaround by setting a custom resolution in the Nvidia Control Panel—2560x1440 at 165Hz—and see if that restores the refresh rate. Alternatively, you could simply pick 165Hz directly in the same menu without creating a custom resolution, and compare the results.

Consider this alternative version. I updated it in the control panel too, yet the same issue persists. It reverts to 120 whenever I press something.

Nothing seems to fix the issue. What's going on? This is really frustrating. Playing CS:GO is super hard right now.
