I encountered an issue before, which was caused by a faulty LAN cable. I resolved it by adjusting the connection speed from 1gbps to 100mbps in the adapter settings.

If you're certain it's the cable, why not swap it out? In Device Manager verify the device isn't labeled as "Turn off this device to save power."
