I just resolved the issue
the WIFI worked fine except the ethernet was limited to 250mbs.
I transferred Unbuntu onto a pen drive and tried to diagnose whether the problem lay with the network cable, router, adapter, or if the internet functioned normally on Unbuntu. After installing various drivers, nothing resolved it.
Someone suggested using TCPOptimizer, which supposedly reduced latency.
I haven’t used this tool before, especially not with Windows 11 or my current setup.
I didn’t run TCPOptimizer to fix anything, but when I launched it it showed many non-standard settings, so I applied those manually.
After restarting the computer, everything worked properly—750 mbs / 350 mbs.
The only program that might have played a role was Exitlag, possibly a Windows update.

It could definitely be an exitlag program issue.
Regardless of what actions you take on your computer, you won’t be able to lower the ping or lag.
The actual data path remains unchanged once it leaves your home.
You have just one choice: send and receive all data through your connection to your house. Beyond that, every ISP has control over the rest.
In a specific scenario, if your ISP has a weak connection to a game company server farm, Exitlag and similar VPN services can secure a better connection to gaming data centers.
If you play on that data center and the latency to Exitlag servers is good on your ISP, you might experience improved response times.
The challenge with any VPN software is the significant overhead.
Even if it avoids passing through the VPN tunnel, the program must inspect every packet.
In theory, it should not slow traffic much since your machine’s CPU is very fast.
However, running this on your router could easily cause a bottleneck under 100mbps due to the limited CPU power.
