I'm experiencing a puzzling issue while playing GTA Online. My frame rate consistently hovers between 30 and 50 frames per second, and I can’t manage to reach the desired 60 fps. My graphics card utilization typically sits around 40-60% when playing on ultra settings, despite this issue occurring even at lower settings with reduced GPU load. My processor usage is consistently around 40-50%. However, within the single-player story mode, my graphics card consistently reaches 99% utilization at ultra settings. I’m baffled by this discrepancy and would appreciate assistance in resolving it.
My system specifications are as follows: Graphics Card: ASUS GeForce Strix GTX 1070; CPU: i7-3770 3.9GHz; RAM: 16GB Kingston DDR3 1600 MHz; SSD: Samsung 120 GB; SSD: Kingston 480 GB; HDD: Seagate Barracuda 1 TB. I’m running the game from an SSD and have configured all power options to their highest settings.

However, within the single-player story mode, my graphics card usage frequently remains at almost 100 percent while utilizing the maximum settings.
