Whenever I move my cursor away from or towards an element, this occurs (similar to a frame rate decrease, observe the mouse pointer), and my audio also cuts out in a corresponding manner, just like the video frames. My microphone similarly malfunctions and stops recording at the same intervals when I am speaking to someone. What is causing this?

What equipment are you utilizing? Specifically, could you provide details about your power supply – its manufacturer and model number?

Are all drivers current?
Specifically, verify that the Intel chipset, SATA controller, and graphics card driver (AMD) are updated.
Confirm that the hard drive/solid-state drive is connected to the Intel SATA 3 port and not a third-party SATA chip such as Asmedia or a comparable device.
Is the hard drive/solid-state drive firmware updated?

The entire set of drivers is presently current, and all components are linked effectively. I’m uncertain about how to address this issue… however, the system is now somewhat dated but performs adequately aside from occasional freezing.

It's possible that updating your device drivers might resolve the issue. To completely remove existing graphics drivers, you can utilize DDU (Display Driver Uninstaller) and then install the newest driver for your graphics card from AMD’s website. Additionally, has the motherboard BIOS been updated?

All software is current.
I even attempted to reinstall Windows entirely, and the problem persisted.

Examine the Solid State Drive and Hard Disk Drive for any detected problems utilizing the software provided by their respective manufacturers.

What is the current temperature of your Central Processing Unit? You can determine this using…
EDIT: …the program coretemp.

Confirm whether your Random Access Memory is operating in dual channel configuration – CPU-Z can also display this information. Furthermore, run a memory diagnostic test with memtest.org’s USB installer (a bootable RAM testing tool).
