Hi, I recently powered on my old PC and noticed it wasn't beeping—it just spun the fans without any other output. I replaced the CPU, but that didn’t help. I’ve tried various fixes like changing the BIOS, updating the battery, or resetting jumpers, but nothing worked. Any suggestions on how to resolve this?

Update your post with complete hardware details and operating system information.
Determine how long the previous computer was kept in storage—specify whether it was in the attic, basement, exposed to heat or cold, or kept in a damp environment.
Examine the interior of the case using a bright flashlight while the machine is powered off and unplugged. Check for damage such as corrosion, rodent activity, discolored spots, moisture, melted insulation, or exposed wires.
Attempt to boot into safe mode. If unsuccessful, remove the system to its essential parts: an iGPU (if available), a single boot disk drive, and a basic internal speaker to listen for any beep codes.

question about the voltage on my PSU 12V, which reads 11.97V. It's an 11-pin ATX motherboard plug. I verified using a multimeter and a paperclip method, and the voltage is slightly lower. My concern is whether it's sufficient to start the system?

It had been stored away for approximately five years. I replaced the CPU and applied fresh thermal paste.

I attempted several fixes: removing a stick of RAM, checking the PSU which showed only 24pin ATX with 11.98V instead of the expected 12V, purchasing a new CPU, and replacing one 4-pin connector on the motherboard.
Specifications include an AMD FX 4100, E2 550W motherboard, 4GB RAM sticks, MSI MS-7641 V3.0 motherboard, and integrated graphics.

Consider obtaining a dependably constructed 450W power supply from someone you know, perhaps by borrowing or acquiring it, and check if the setup functions properly. Also, examine the whole motherboard for any signs of swelling or damaged capacitors.

This PSU has very poor quality—it's hardly surprising it's dead. Get better ones like Seasonic Focus or Corsair RMx/RMi instead, and test them. If even the second one works, MoBo caps might be fine, but a new PSU is still necessary.

I also want a new PSU, preferably a Cooler Master 750 W. But I believe the issue isn't with the PSU since all voltages are within a 5% +/- range. I think it could be related to the BIOS or something I remember from when I overclocked the PC in a closet. Maybe it's a BIOS brick. I plan to order a small BIOS programmer to check further.

When is it measured? At idle? If yes, then it doesn’t indicate whether the power supply works properly.
