So I purchased a new PSU, installed it and after that the 3.5mm jack became very muffled and audio outputs through the graphics card started pulsating. It looked like it would drop in half a second and then rise again, causing constant on-off interruptions. I tested various software and drivers, updated each one, but nothing helped. Eventually, I reinstalled my old PSU and everything worked properly again. Clearly this is related to the new PSU, but does anyone know what could cause this? Are such issues common or unusual?

The problem is that if I return it and it functions, I’d be charged 70 euros plus postage, which is about 50 euros. I’m wondering if there’s a way to be more certain that the fault lies with the PSU itself rather than my setup?

You might try using an app such as HWMonitor to examine the PSU's voltages when idle and during operation to identify any clear issues.

In a final option, consider employing a USB audio DAC as an alternative to the green 3.5mm audio jack on the motherboard.
