It's not the fan turning—it's the fan shaking. The power supply unit is constructed from inexpensive, thin metal that moves due to the fan, causing the sound. I'm looking for a way to insert something between the fan and the PSU cover to dampen the vibrations. Appreciate the help!
It's a Tier E model—don't be shocked if it doesn't work as expected. Just a heads-up. If swapping the fan for a reliable one didn't silence the noise, the issue likely lies elsewhere. You can halt fans by pressing on the hub; do this gradually across all fans until you pinpoint the source.
I turned off the fan. It ceased shaking. The issue seems to be a low-cost power supply causing the chassis to vibrate.
You can use rubber grommets to separate the fan from the PSU. Be cautious during installation—it may be dangerous because capacitors keep holding charge even when the device is off. Make sure to unplug the PSU first, then press and hold the power button for roughly 10 seconds to safely discharge the capacitors.

I've made some adjustments between the fan and PSU cover, which really improved performance. Still, it remains the loudest part of the setup. I plan to upgrade to a high-quality fan and when the PSU fails, I'll just use that fan on the case and power it via MOLEX.
