It adapts to a new setting by default, such as using Private Internet Access. You don’t need to install additional VPN software unless you want extra features.

Navigate to Computer Configuration → Administrative Templates → Windows Components → Internet Explorer.
Double-click “Security Zones: Do not allow users to change policies” in the right pane.
Select “Not Configured” and click OK.
Restart your computer and verify the outcome.
Alternatively, you can remove the registry entry “Security_HKLM_only” under HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\CurrentVersion\Internet Settings to test if the issue resolves.
