I required a CMD script for network troubleshooting and wanted to display IPCONFIG, but it only opened, got small, and then closed without doing anything. I attempted to replace CMD.exe in the system32 folder (needed permission changes) but it didn’t work like before with Task Manager. The same issue occurred with a friend, who is also seeking a solution. (Watch the video) 2018-02-15 02-28-35.mp4

You might consider enabling Safe Mode, it could be the issue. The Windows user account may be damaged. Set up a fresh Windows account. If you're using Windows 10, execute sfc /scannow through an elevated PowerShell session.
