My build details are as follows:
Motherboard: MSI 970 Gaming
Processor: AMD FX-6300
RAM: 8GB (1x4GB and 2x2GB) DDR3 RAM at 1600MHz
Power Supply: 420W PSU
Storage: 500GB HDD
GPU: Sapphire R9 270 X (one fan not functioning)
Operating System: Windows 10
I’m facing an issue where my CPU speed remains stuck at 1.36 GHz, but it functions properly in Safe Mode. Is this a software or hardware problem?
