I overlooked mentioning that you might have XMP or hyper-threading activated, yet the actual clock speed of the parts differs from what software displays. Even the motherboard can't accurately report it. A clear case is my configuration: 4GB DDR2 at 1066MHz (timing 5-5-5-15), but all monitoring tools report 800MHz, since the memory frequencies don't align with real values.
