The CPU runs at 3.90Ghz as reported, though it can actually reach 4.20Ghz. Could there be a discrepancy or a limitation in the system? -Specs: MSI A320m-a pro Ryzen 5 3400G with integrated GPU

Currently, AMD's performance isn't as consistent as it used to be. Back when the Ryzen CPUs advertised a maximum boost of 4.2 GHz, they often reached that speed regularly. "MAX BOOST 6.7 GHZ!!" – though not always reliable, it sometimes hit once a year under the right conditions.

The Ryzen CPUs definitely reached the advertised boost speeds. Most models released over the past five years, aside from very basic options, include higher boost clocks for single-threaded work.

It's been similar on both ends since Turbo became popular. Perhaps in the initial days, mobile makers were more inclined to customize for higher performance. With monitoring tools, you'll probably notice some cores reaching their peak clock speeds occasionally. Just remember, it won't stay there continuously.

Stress tests typically engage every core. Execute cinebench in single-core mode, you should increase it further.
