Welcome to the forums! I'm not Linus, but your thoughts matter. Please verify your temperatures—it seems you're experiencing thermal throttling.

The 13" model isn't doing well with heat management, and things will get even worse under Windows in Bootcamp since it doesn't use Apple's voltage settings. Likely the system will throttle performance.

The demand isn't that strong, so perhaps it doesn't require a higher clock speed

For whatever reason, I encountered a similar problem with my i5-7300HQ, though it wasn't caused by temperatures. The issue you're facing is comparable to your case. You should open Device Manager and remove any items linked to Intel Dynamic Platform and Thermal Processor Participant. Disable those entries so they don't reinstall automatically. Then, download ThrottleStop, check the box next to "Speed Shift" and set it to 0. I think there are additional steps in ThrottleStop you might need to follow, but I'm not sure what they are.

Apple is here. Removing power restrictions could ruin his MacBook. Avoid using Throttle Stop on a bootcap for your MacBook unless you're willing to risk damaging the power supply.

It's a U-series CPU that draws 15 watts when running at normal speeds. When it drops below those speeds, power consumption drops below 15 watts. No manufacturer designs a power delivery system to limit this excess output. Just a note, my i5-7300hq (not a U series but whatever) consumes around 32 watts during maximum performance with a minor undervolt adjustment.

You haven’t noticed the power output or the internal layout. The system only provides about 15W, and the CPU consumes the full 15W even at its base frequency.
