Ryzen works a bit differently than ideal for high clock speeds. My R7 1700 often behaves oddly, which is why I opted for a custom setting. I’d recommend checking the BIOS for any misconfigurations and consider turning off Core Boost or enabling "precision boost overdrive" if it’s not already active.
