simple solution: use the earlier Windows edition. You won't get software tuned for "engineering samples" long-term. (Rufus might handle this, wish you well)

This was a confirmed potential fix, but after reinstalling 23H2 I’m starting over with the core changes. I want to pass along what I discovered to help others. The issue isn’t about compatibility or being a sample—it’s about how Windows now handles CPU and memory usage. My own experience shows the newer OS offers lower latency and more bandwidth on Aida64, around 1-7% gains each, with even better single-core results (1-2% within error). Because the power cap is at 45W, the CPU can’t really ramp up enough to expose multi-core problems. I leveraged this in older Windows versions to maintain stability while handling heavier tasks. For my setup running on battery, increasing the power limit to 120W wouldn’t help much since efficiency is key. The OS improvements under 45W allowed better performance without overheating. This explanation came after careful verification, and I hope it clarifies things. Now I’m just working through the core changes again.
