When you delete files manually, they often reappear automatically as Chrome uses them again. This could be due to a program being installed on your system. You might need to search for the suspicious software and remove it. Any suggestions?

Open Chrome settings at chrome://settings/ then select advanced options, after that reset your configuration. Install Adwcleaner and execute it.

Have you verified your Chrome extensions for any issues? If not, consider resetting Chrome by going to Settings > Advanced Settings > Reset Settings. Also, clear your temporary files. NOTE: as @olbaze mentioned, adwcleaner can be helpful.
