All fans and LEDs activate, yet the GPU remains inactive and the fan stays off. Pressing the power button powers the system but doesn’t shut it down.

GPU fans only spin when the card is busy, which is typical for today’s graphics cards. Have you recently installed this card into your setup, or are you still using an existing GPU?

I recently installed the system and the graphics card was functioning properly until now. The fans briefly spin for half a second after turning it off, and the case power button isn’t disabling the system, so I’m using the actual power supply instead.

Have you considered changing the RAM arrangement? You could also attempt booting with just a single stick.

The power supply is a Corsair TXM 650W unit, and it started working properly with the new RAM, though I plan to re-seat it.
