It shouldn't be a concern at all. I really question whether this was the problem. However, your board is functioning properly.

The rubber cap is unrelated; it was just a coincidence. It seems the card wasn’t placed perfectly. Personally, I keep my cover on since I don’t feel the need for SLI.

Just experienced the same issue with my MSI X99-a SLI Plus motherboard. I relocated it from a functioning space to another where it wouldn’t power up at all. The power indicator is on, but pressing it doesn’t trigger anything. Following the advice, I took out the GPUs, reinserted them, and now it works again. Really appreciated the help—it saved me a lot of time!
