You're seeing much slower speeds during downloads compared to your Wi-Fi test results. This could be due to network congestion, router settings, or interference. Try checking your Ethernet connection stability and consider restarting your router or switching to a different network if possible.
Are you connected via Wi-Fi or Ethernet? Wi-Fi works wirelessly, Ethernet uses a physical connection. Where are you accessing the files from? What type of content are you viewing? Most speed tests evaluate the whole system to measure your full bandwidth. When downloading from various sources, performance depends on what each source can provide. If others are using the internet at your home, you'll receive whatever bandwidth remains.

Adjusting QoS limits too high can actually harm performance by overloading upload and download channels. Check which application is causing the slow speeds and see if the issue persists with different programs.
