The PCIe retention clip is damaged and the GPU is not functioning properly.
I damaged the PCI retention clip by pressing too hard with a chopstick; it wasn’t fully broken but the side snapped off. The clip still holds the GPU in place. You need to carefully undo the grip without forcing it. Since your motherboard is an Asrock B760m steel legend and you have a 2-fan RX580 GPU, try gently twisting or pulling the clip away from the GPU. If stuck, use a small screwdriver or flat tool near the retention area to loosen it. Be careful not to damage the board or the GPU.
I would take out the entire CPU cooler for easier handling with your finger or screwdriver to detach the clip.
