Ensure the PC is powered off correctly from the wall outlet. Windows needs a proper shutdown through its power icon to finish tasks like saving updates, closing apps, and backing up data. Interrupting this process can lead to file corruption and damage. Allow Windows to complete the shutdown fully. If issues persist, use "dism" and "sfc /scannow" to repair system files. Check Reliability History/Monitor for any improper shutdown warnings or errors.

It seems the motherboards might be faulty or there could be an unusual power problem. Do you have a battery backup, like a UPS, that you can connect for testing? Poor power quality can lead to strange issues. If you have a nearby store with a good return policy, you could try ordering the parts yourself and see if they resolve the problem before returning them. Very rarely, it might be your CPU, but that’s not my top concern.

I believe there was a misunderstanding. I don’t turn off the computer from the wall in that manner. I always shut it down or hibernate before turning off the power source. When I switch on the wall outlet the next day, this problem arises.
It seems unrelated to the Windows operating system—I think it’s a hardware issue.

I believe there was a misunderstanding. I don’t turn off the computer from the wall in that manner. I always shut it down or hibernate before turning off the power source. When I switch on the wall outlet the next day, this problem arises.

Ralston 18 advised following the hibernation routine for three days, but keep the wall switch on. This resolved the problem.

Other adjustments are made in the morning?
Has the wall switch been checked? Could it be a dimmer switch?
Are you choosing shutdown or hibernate on the PC before turning off the wall switch? What factors guide your decision?
Verify the configuration options.
For instance:

The 15–20 minute pause indicates something may be loose, requiring time to warm up and supply power to connected devices.
Uncertain about the "2. Time change in BIOS: after 15–20 minutes it never syncs." Meaning if you power on at 10 a.m., after 15–20 minutes the clock shows 10 a.m. and you must manually adjust it to 10:20 a.m.?
And the keyboard stays lit (RGB on USB stays on even when PC won’t power up) implies power is reaching somewhere unexpected.
This also means all fans and RBGs activate, but no display appears, and fan speeds don’t drop as expected after startup. Removing the pin causes the PC and PSU to shut down completely, with the issue continuing afterward.
I’m also curious about which pins might have been shorted on the motherboard connector.
