I own a machine equipped with an AMD 7680 APU and suspect the motherboard is an Onda A68B+.
I assume the power supply unit is an Antec 550. I believe the wattage is sufficient because there is no dedicated GPU installed.
It features 16GB of DDR3 memory.
Lately, I was instructed to uninstall Windows 11 due to security concerns, as this device belongs to a Canadian government entity since I serve in the military.
I am conscious that the Philippines has unique electrical systems that could have static issues, and I don’t have a third-prong outlet for power in my home.
Therefore, I have a cable connecting the grounding prong to a steel beam inside my house, which is supposedly buried 1.5 meters deep or at least close to the ground.
Additionally, I use a UPS with a modified sine wave inverter capable of handling up to 390 watts peak.
During recent installations, when I tried running Grand Theft Auto V and other applications, the computer would shut down during loading.
If the overheating was the cause, I let it cool for an hour and then unplugged the power from the PSU before reconnecting it. Now, when I reinserted the power, the CPU fan LED illuminated briefly before everything stopped.
What might be happening?
I recognize this is government property, but since I also use it for personal activities like gaming and all the components I’ve replaced, I must take responsibility for any further issues.

I believe the power supply unit is an Antec 550. Antec is the manufacturer, and 550 is the claimed wattage. In my location, I don’t have a third prong for the power output in the wall. You can simply connect your wall outlet to a grounded point by running a grounding wire to a faucet or another grounded device. As an architect, I’ve often had to resolve electrical issues this way because internal wiring wasn’t feasible. To fix this, I have a cable linking the grounding prong to a steel beam inside my home, which is supposedly buried 1.5 meters into the earth or connected to something that reaches that depth. Are you certain the beam is properly grounded and not just on the surface? When sharing troubleshooting details, it’s standard to provide full system specifications. Please include the age of the PSU along with its make and model, as well as the current BIOS version for your motherboard. I acknowledge this is government equipment and would be cautious about making changes.

What OS are you using now?
What OS did it start with?
If it is a govt PC, why are you using it for personal things like games?
Just so you know, thee US Dept of Defense is actively upgrading to Win 11.

Amd 7680 is an APU paired with a Radeon, I think.
Mobo onda A68v+ is installed.
The CPU cooler is standard with four pins; I tried another with three pins and it failed because the LED causes overheating 😜.
The RAM is 16GB at 1300 MHz, and it has Hyper-X written on it.
The SSD is from Kingston, but since it was shipped directly from China, I’m a bit skeptical about its reliability.
Storage capacity is 240GB.
There’s no GPU, just an APU.
The chassis isn’t present; it was removed before troubleshooting electrical problems. I expect a new steel or aluminum chassis in 5-7 days.
The monitor is a 23-inch Chi World LCD.
I bought this PC from a private seller and it came with Windows 11 (pirated, of course).
The power supply is less than six months old.
I can’t check the BIOS because I can’t turn the PC on, but it doesn’t appear to have the stock DOS CMOS/Bios menu.

I recorded a video, if you're okay with a Celine Dion voice and a lot of chaos, I'd be glad to send it your way, plus I'll make sure there are no bad smells.

I play games on my government PC because PTSD is tough and they let people use their own devices... Since I live in the Philippines, just 22km from a Canadian naval base, I have the time to relax. My psychiatrist recommended turn-based strategy games to keep my mind from getting too much heat. After five years, I haven’t experienced any panic attacks or been scared. Right now, I’m playing Birth of the Federation (Star Trek). I’m glad the US military still use Windows, though I’m sorry if that seemed like an insult—I was in NORAD when a 12-year-old Chinese kid hacked into those systems about 10 to 15 years ago.

And I considered my kitchen sink even though it's 20 meters away; the hose from the faucet to the wall is made of PVC or a similar rubber material.

I didn't receive any insult.
However, being told to take out Windows 11 doesn't quite meet my expectations.
EDIT: Indeed, using a pirated version of Windows 11 would mean removing it.
And you haven't mentioned the operating system currently installed.

Apologies, I run Linux, particularly Pop_OS.
Edit: Because the CPU fan makes a slight noise when I press the power button or the LED flashes briefly on the 3 pin CPU cooler, I suspect the PSU might have failed. I’m considering jumping the PSU by inserting a wire into two separate holes in the 24 pin connector. If the PSU shows any signs of life, I’ll use a multimeter to check for power delivery.
Also, the PSU fan isn’t spinning at all since this whole incident began.
Your thoughts are welcome.

It seems a new power supply unit would be necessary.
The device might have failed because of unstable electricity at home.
