Your issue is clear. I didn’t understand the reason, but after resetting your BIOS it’s still taking a long time.

I mean it in a way that's clear and straightforward.
If you have more details, I can explain further.

My device is a brand new WD Black 2TB with PC specifications including an X87 GPU, 16GB of Kingston HyperX memory at 1333MHz, and an Intel Core i7-4771 processor running at 3.5GHz.

Your computer slows down before it shuts down because it’s clearing the pagefile during shutdown. I suggest testing it with Western Digital’s "Data Lifeguard Diagnostic." It’s free, but only works on systems using a Western Digital drive as the boot device. As gFrenken mentioned, it’s wise to back up your hard drive now. You can also use affordable services like BackBlaze for cheap storage and backups. If your drive fails soon, consider using a flash drive for important data.

You should check the settings or controls to see if there’s a way to disable it accidentally. If you’re unsure, consult the manual or support resources for guidance.

Perform a scan and search the MS website. XP and Win7 experienced occasional issues, but Microsoft released a fix. Most reports suggest a malfunctioning app that keeps running, causing Windows to force it off before shutdown. Check your anti-malware and antivirus tools for any issues.

I recently ran a scan using Kaspersky and it reported no issues.
